145. Hon KATE DOUST to the
Leader of the House representing the Minister for Energy:
I refer to the decision to refurbish Muja A and B plants.
(1) Was there
a competitive process to choose the private partner for this project?
(2) If yes,
what were the stages in this process and on which dates did these stages occur?
(3) How many
potential private partners participated in this process and who were these
potential private partners?
(4) Was there
a competitive tender process to choose the head contractor to complete the
engineering works on the Muja A and B plants; and, if not, why not?

I thank the honourable member for some notice of the
question.
(1) Yes.
(2) Stage 1,
request for proposals, occurred in March 2007. The second stage, short list of
proposals, occurred in August 2007.
Actually, if the member does not
mind, I can provide this answer for her, but I think I will need to correct it. The third stage, the selection of
preferred bidder, occurred in May 2008.
(3) Thirteen. The names of the entities are confidential.
(4) No. The engineering works contract forms part of the commercial
arrangement between parties.
Hon Kate Doust : Does the minister want to hold off and
correct that and then provide the correct answer?
Hon PETER COLLIER : Yes. I am sorry, I was going to apologise.
I have asked for questions earlier now to give me more time. I asked for that
before I received this question. I think there is a problem with that response.
I might hold off and provide a response tomorrow, if the Deputy Leader of the
Opposition is comfortable with that.
