(1) Does the minister accept the observation contained in “Key Reform Area 9 - Internal Investigations” - in the report of the Kennedy Royal Commission Into Whether There Has Been Any Corrupt or Criminal Conduct by Western Australian Police Officers, volume II, at page 336, that there is still a demonstrable need to further ensure the professionalism and standing of the internal investigations unit? Yes, both the Government and the Western Australia Police Service accept the Kennedy Royal Commission recommendations. The Police Service advise to ensure the professionalism and standing of internal investigations of complaints against police, the Internal Investigation Unit has been restructured into the Police Complaints Administration Centre and is responsible for the management of all complaints against police. The Internal Affairs Unit has now been given the responsibility for all internal investigations. In excess of $300,000 has been invested to conclude investigations into officers named before the Royal Commission; appoint 1.5 FTE lawyers who will provide legal advice and preparation of loss of confidence submissions and criminal or disciplinary charges on matters arising from the CCC, preparation of business cases to be submitted to the CCC for investigations, preparation of MOUs, service agreements and protocols between the CCC, the Police Service and other law enforcement agencies; appoint 0.5 FTE forensic/financial analyst to conduct financial profiling; and to establish an intervention program on information technology misuse, integrity checks and quality assurance in high-risk areas.
