the Minister for Prevention of Family and
Domestic Violence:
I refer to the
government's election commitment to deliver 12 new FDV refuge units in
Geraldton and its media release that said it would quadruple local capacity.
(1) Why did the minister in her media statement on
7 November reduce this to just eight units? Is it not a broken promise to
Geraldton women?
(2) With the government still unable to implement
mandatory GPS monitoring for repeat FDV offenders in the regions, how can the
minister possibly defend cutting the promised number of refuge units?

(1)–(2) I thank the member for the
question. I was in Geraldton recently to talk about the FDV services we are
delivering in Geraldton. Amongst those is planning for new refuges, up to 12,
which was always the commitment, and also the Safe at Home program. If members
are not aware of the Safe at Home program, this is a program that flips the
responsibility for moving out of the home from the victim-survivor to the
perpetrator. Once the perpetrator or the person using violence has moved out of
the home, then we work with the victim-survivor and the children in that home
to make sure they can stay, as the name of the program suggests, safe at home.
This is an evidence-based program by which we provide support for
victim-survivors to stay safely in their home.
With regards to the refuge, we
are working on how to deliver it in the best way for Geraldton. One of the
first things I learned as Minister for Prevention of Family and Domestic
Violence is that when we deliver refuges, especially in regional communities,
we need to do it in a place-based and culturally responsive way. To enable us to do that, we have committed
$200,000 to planning the Geraldton refuge to make sure it is delivered in a
place-based way for Geraldton. I would have thought the member would welcome
that we are looking at the individual circumstances in Geraldton and delivering
place-based responses in Geraldton in a culturally safe way.
