I refer to the Parkerville Stoneville Mt Helena Bushfire Review which recommends that a Restricted Access Permit system for the entry/ re-entry of residents should be finalised, and I ask, has this been actioned and what is the proposed process for the allocation and issue of such permits?

The Department of Fire and Emergency Services (DFES) advises:
DFES actively participated in a group tasked with reviewing the 'Traffic Management During Emergencies Guide'. The group recommended changes to the Guide be submitted post the 2014/15 Southern Bushfire Season. This will enable DFES the opportunity to complete developing, trialling and finalising a 'Restricted Access Guide for Incidents Controllers'.
As part of this process, a joint agency exercise has been scheduled for 18 November 2014, to review traffic management arrangements for the 2014/15 Southern Bushfire Season. This information will be used to assist in the development of the Restricted Access Guide.
Should the need for restricted access to an incident during the 2014/15 period arise, the knowledge and experiences gathered from both the Banjup fire and the Parkerville, Stoneville, Mt Helena fire will be used as the basis for implementing them as required.
