I refer to the Minister's refusal to provide a transparent answer to either of my questions of 18 June 2025, and specifically the non-answers in relation to my question without notice 368 on the Government's whole of system plan, and I ask: (a) will the whole of system plan be delivered by the end of 2025; (b) what consultants has been engaged in 2024 and 2025 to date to deliver the new whole of system plan; (c) in reference to (b), how much have each consultant been paid; (d) what is the total budget for consultants working on the plan up to its release; and (e) was the answer of "not applicable" to part 4 of question without notice 368 an indication that the whole of system plan has been abandoned, or simply a snub of the Legislative Council processes?

a) A revised delivery date will be advised following publication of the SWIS Transmission Plan for the South West Interconnected System, which is due for release in coming months.
b-c) In 2022, a contract of up to $2,216,725 including GST was awarded to Ernst and Young Pty Ltd and a contract of up to $242,825 including GST was awarded to Oakeswell Pty Ltd to assist with delivery of the next Whole of System Plan. These resources were redirected in part to the SWIS Demand Assessment 2023, the SWIS Transmission Planning Update 2024 and the upcoming SWIS Transmission Plan.
d) A new procurement process will be initiated to engage a consultant to assist with the completion of the next Whole of System Plan, which will build on the work of the SWIS Transmission Plan.  This process will inform the expected consultant budget.
e) No. The publication of the Whole of System Plan is a legislative requirement under the Electricity System and Market Rules and will be delivered.
