(1) No. (2) An initial submission was provided by the minister to the federal Minister for the Environment and Heritage in confidence. The final submission is not yet completed. (2) No. (4) The submissions made in this matter were made in confidence. The reporter appointed by the federal minister under the Aboriginal and Torres Strait Islander Protection Act 1984 has also imposed strict confidentiality conditions on all parties to the matter in relation to the perusal of submissions made by other parties. Accordingly, it would impugn the integrity of the process to table the submission in Parliament at this time.
