Since it has been announced that the new Motor Sports Complex is to be managed by the State Sports Centre Trust will the Minister advise -
(a) when will the Trust advertise tenders for the operation of Speedway and Drag Racing at the Complex to meet Government obligations in relation to National Competition Policy;
(b) what is the level of subsidy provided to the Trust to meet operating losses at Challenge Stadium, the Arena Joondalup and Speedome;
(c) what was the cost and how was the Arena Joondalup pool financed;
(d) what rent/hire/lease costs are paid by soccer, rugby league and the West Perth Football Club at Arena Joondalup;
(e) what are the turnover rebates on bar sales, catering, hall hire to those sports;
(f) are there occasions when sports have received special rebates or special hire charges at Arena Joondalup;
(g) if not, which sports and what were the circumstances;
(h) does gymnastics pay for the use of the special training hall at Challenge Stadium; and
(i) if yes, what is the annual figure?

The Minister Replied:
a) The National Competition Policy does not obligate the Trust to advertise tenders for the operation of Speedway and Drag racing at the Motorsports Complex.
The WA Sports Centre Trust is currently negotiating a non exclusive licence to operate the professional speedway and drag racing events at the Motorsports Complex with the current operators of Claremont Speedway and Ravenswood Drag Racing under a similar arrangement whereby the West Perth Football Club has a licence to conduct Westar Rules matches at Arena Joondalup.
The venue will be available for other organisations to hire through the Trust for the sporting, recreation, entertainment and commercial activities.
b) For the 1999/2000 financial year, the consolidated fund allocation provided to meet the operating deficit of Challenge Stadium, Arena Joondalup and SpeedDome was $2,338,000.
c) The total cost of the leisure component as well as the competition and training pool at the new Aquatic Centre at Arena Joondalup was $11m. This was funded as follows:
Consolidated Fund $4.5m
CSRFF $2.0m
City of Joondalup $3.8m
WA Sports Centre Trust $0.7m
d) The following rent/hire/lease costs were paid by soccer, rugby league and the West Perth Football Club at Arena Joondalup for the 1999 season.
West Perth Football Club - Licence fee $68,000
- Office rental $5,100
The Trust has agreed to a reduction in the licence fee and office rental for the 2000 season to an all fee arrangement of $55,000. This fee will be reviewed at the conclusion of the season.
Joondalup City Soccer Club $3,120 (includes ground hire, set up, use of lights, line marking)
Joondalup Giants Rugby League Club $4,530 (includes ground hire, set up, use of lights, line marking)
e) The turnover rebate on bar sales and catering (there is no rebate on hall hire) to the above sports are as follows:
West Perth Football Club - 10% for all football related activities
Joondalup City Soccer Club - 10% for game days
Joondalup Giants Rugby League Club - 5% for social activities
f) Hire charges for the 15 or so sports that use Arena Joondalup are negotiated on a sport by sport basis.
Some sports have a loyalty program which encourages their supporters to utilise the food and beverage facilities.

h) The gymnastics training centre (special training hall) at Challenge Stadium is hired to the WA Institute of Sport to conduct its elite gymnastics training programme.
i) WA Institute of Sport pays an annual hire fee for the gymnastics training centre which for 1999/2000 is $19,000.
