I refer to the Minister's media statement of 27 May 2011, entitled 'Raising awareness of alcohol's impact on the developing brain' and to the Minister's announcement regarding the State-wide Aboriginal foetal alcohol spectrum disorder prevention initiatives under the Council of Australian Governments' Closing the Gap Indigenous Early childhood Development National Partnership, and I ask -
(1) Would the Minister please provide details of these initiatives?
(2) How much funding is being provided for each initiative?
(3) Who is undertaking the initiatives?
(4) Has any evaluation of these initiatives been undertaken to date?
(5) If yes to (4) -
(a) how are they being evaluated; and
(b) please table a copy of the results?
(6) If no to (4), will there be an evaluation of the initiatives?
(7) If yes to (6), how will the initiatives be evaluated?

(1) The Drug and Alcohol Office (DAO) state-wide Aboriginal Fetal Alcohol Spectrum Disorder (FASD) Prevention program has received funding of $2.23 million, over four years, to develop a suite of Aboriginal FASD prevention initiatives. The project funding was made available through the Council of Australian Governments (COAG) Indigenous Early Childhood Development National Partnership Agreement. The
Strong Spirit Strong Future - Promoting Healthy Women and Pregnancies
project commenced in July 2010, and includes the development of culturally secure resources, workforce development initiatives and community awareness campaigns.
The prevention media campaign, consisting of a television commercial and three radio advertisements, was launched on the 9
th
September 2011. The prevention campaign was aired throughout the state for a five week period.
(2) $2.23 million over four years.
(3) The initiatives are being undertaken by the Drug and Alcohol Office (DAO).
(4) The project did not receive funding to conduct an evaluation. The DAO is exploring other options to conduct a formal evaluation of the campaign, which is planned for 2013. The workforce development component of the project is subject to ongoing evaluation of training conducted.

(a.) Workforce development initiatives are being evaluated using a standard evaluation tool. This tool is utilised routinely within DAO training. Additionally a pre-training questionnaire is administered to participants with the plan to follow up 3-months post-training in order to examine the effectiveness of the training and resources.
The campaign evaluation will use standard campaign evaluation measures with a sampling and recruitment method to accommodate Aboriginal people.
(b.) There is insufficient data to produce meaningful results at this time.
