REGIONAL POWER CAPACITY - HEADWORKS POLICY
On behalf of the Nationals, I would like to acknowledge the students from the Statewide Student Parliament, in particular William Prichard, who I am sure did a sterling job as the member for Stirling. Mr J.A. McGinty : How is your new hospital going? Mr D.T. REDMAN : Good, but it is a tad behind time, minister. I refer to the lack of power capacity available to several regional communities, including Denmark and Walpole. (1) Is the minister aware that it is now a total of eight months since there were any new power connections in Denmark and Walpole, and 11 months since any major developments gained Western Power approval for power connection in these two communities? (2) Why has the minister not released his new headworks policy, which was planned for release in March this year - some five months ago? (3) Will the minister consider compensation for those families and businesses that have been grossly disadvantaged by the minister’s lack of progress in this matter? Mr F.M. LOGAN

(1)-(3) The member is well aware of what we have been doing on the headworks proposal. With the headworks, which he continues to undermine in his parliamentary seat - that is unfortunate because he does not say the same thing here in the chamber - we are trying to develop a fairer and more equitable system that will allow economic growth in the areas he has just outlined. That is exactly what we are trying to do. That is what the headworks charge, when it is applied, will do. It has taken this long because it is complex insofar as it relates to the application of the Electricity Corporations Act 2005. It is also complex in terms of what support we will be giving to communities, developers and anyone who actually wants to connect onto the system. We have been consulting all the key stakeholders to ensure we get it right. It will be announced in due course.
