(a) the name of the person or company receiving the payment;
(b) the amount of the payment;
(c) the reasons for the payment; and
(d) the processes undertaken between the application, or proposal for such a payment to be made, and the making of that payment?

· on 17 August 2008 Mr Michael Allen applied to the State Solicitor seeking reimbursement for legal costs
· the State Solicitor advised that on 22 June 2009 Cabinet approved an ex gratia payment to Mr Allen
· it is appropriate that the payment is made by the Department of Planning
