I thank the member for Geraldton. The member for Geraldton is
an IT savvy member of Parliament. ''IT'' stands for information
technology. He understands that information technology is something that helps
us to improve systems and processes. It enables new innovative government
solutions that support industry, expand the economy and grow jobs. I know the
member for Geraldton is focused on that because he showed me some mining operations
in the midwest region recently; it was a great visit.
The 2014 digital DMP
initiative—DMP is the Department of Mines and Petroleum—was
launched to streamline approvals, increase efficiency and department processes,
and allow customers, or mining organisations to do online business
transactions. Following this, in November 2015, there was an update of the new
website as a key element of digital DMP. It was a user-friendly design that
enhanced access to information. I am very pleased to announce that 92 per cent
of DMP's business operations can now be done online. That means we are
seeing 190 000 transactions over 200 transaction types. The remaining
low-volume transaction types will be online in 2016–17.
An example of the advantage is its inbuilt validation
functionality, which means that a person cannot submit an incomplete
application. That will obviously save time for the person putting the form
online and also for the department to process it. It also means that the
average number of working days to finalise an exploration program of work has
reduced from 45 days in 2012–13 to 29 days in 2015–16. The
flexibility and convenience of online lodgement of applications and annual
reports and for making payments is an advantage to the industry. Ninety-eight
per cent of all record files created by DMP in 2015–16 are now digital,
so that makes access easier for regulators and industry alike. The digital DMP
initiative does not compromise quality of customer service. It still allows
clients to transact with a DMP customer service person at a counter who will
assist them with their online transactions if they have trouble with internet
access or the computer forms. This is why the Fraser Institute has WA as the
number one mining destination in the world—amongst a number of other
reasons of course. This certainly helps WA maintain its position as number one
in the world. The Liberal–National government supports mining. We are a
great supporter of the mining industry. We do not ban things and go out and be
populist; we are about making sure that we have a very intelligent,
thought-through, well-grounded approach to mining operations, with all the
necessary measures in place, to make sure that we support the industry and
build jobs in that sector, which is for the benefit of all Western Australians.
