I refer to Landgate's Annual Report 2024–25 and the
statement that the number of new subdivisional lots created this year was 23,898
and Landgate's Annual Report 2023–24 ,
which included the statement that 18,567 lots were created.
(1) Is the definition of "lots" the same
in both annual reports?
(2) If no to (1), what is the difference in the
definitions?
(3) Using the 2023–24 definition, how many
lots were created in 2024–25?

on behalf of the Minister for Planning and Lands, noting that this question was
placed on 21 October 2025.
(1) Yes.
(2)–(3) The growth is due to increased
subdivisional activity in the market, reflecting the state government's record
investment in housing-related initiatives and efforts to cut unnecessary red
tape, streamline our planning system and coordinate infrastructure delivery to
unlock more housing opportunities across the state. The 2024–25
financial year saw the number of homes built in Western Australia grow to 22,602,
up 25.1% in annual terms, which was the strongest growth in the nation.
