SMALL CHARTER VEHICLES - TAXATION
I refer to the answer provided to question without notice 200 on Tuesday, 1 May 2007, about the issues affecting the type of vehicle currently able to be used as a small charter vehicle in the country. (1) What is the public policy that underpins the requirement for vehicles to cost more than the threshold at which the luxury car tax applies? (2) Do the guidelines allow discretion to enable other vehicles to be considered for small charter vehicle work in the country if their value is near to the equivalent of the threshold at which the luxury car tax applies? (3) What action should a country operator take to have a near brand-new vehicle that does not meet the value criteria considered for use as a small charter vehicle in the country? Hon ADELE FARINA

I thank the member for some notice of this question. (1) The basis for this requirement is to differentiate the pre-booked service provided by small charter vehicles from that provided by the traditional metropolitan and country taxis. The requirement ensures that small charter vehicle customers receive a higher quality vehicle than would be the case with traditional taxi services, and at the same time provides equity for taxi operators who are required to purchase or lease plates. (2) Yes. However, the value of the vehicle is not the only requirement. The age, size and dimension of the vehicle are also considerations. (3) The operator should apply to the passenger services branch of the Department for Planning and Infrastructure.
