PLANNING
— GREENPATCH DEVELOPMENT — ODOUR MODELLING
755. Hon BEN DAWKINS to the parliamentary secretary
representing the Minister for Water:
I refer the minister to the letter
dated 18 July 2011 from the Environmental Protection Authority to the Western Australian
Planning Commission and to the letter dated 5 November 2012 from the Department
of Environment and Conservation to the WAPC,
both relating to the greater region scheme amendment 0020/50 and both of
which state that there are uncertainties with odour modelling results and which
recommend further odour modelling studies to be carried out—odour
modelling letters.
(1) Why did
neither the Department of Water and Environmental Regulation nor the office of
the EPA refer to the odour modelling letters in their submissions to the WAPC
relating to the Greenpatch–Dalyellup structure plan, as shown by items
5 and 7 of the schedule of submissions contained in the agenda of the statutory
planning committee of WAPC for its meeting on 18 July 2023?
(2) Is DWER or
the office of the EPA still concerned about the uncertainties with the odour
modelling results, and do they still recommend that further odour modelling
studies be carried out?
(3) If no to (2), what has changed
between the time of the odour modelling letters and now?
