(a) The capacity of other Ministers to provide answers to question on notice No. 247 is dependent on the size and complexity of their departments and agencies and the configuration of the human resource systems in those organisations. The Department of Health does not have a central human resource system: the systems are devolved and managed locally. This presents considerable technical difficulties in accessing detailed historical information.
