I thank the member South Perth for
his question and for his great involvement and assistance in what is a really
important project for the state. It was a great pleasure to be at the site with
the Premier and the member for South Perth last week when we announced the
completion of the preconstruction site works. This is the first major works
contract for the new Perth Stadium and it was completed six weeks ahead of
schedule and within budget, which is an excellent result. It is a key milestone
for the project because it prepares the site for the stadium itself and for the
stadium precinct. It is a really important phase and it brings us a step closer
to the construction of the stadium, which will start later this year and be
completed in time for the 2018 AFL season.
Mr B.S. Wyatt :
Finals 2017!
Mr T.K. WALDRON :
No! It may be, but we have always said it will be for the 2018 season.
Mr B.S. Wyatt interjected.
The
SPEAKER : Member for Victoria Park! I want to hear the answer through the
Chair.
Mr
T.K. WALDRON : I want to congratulate the contractor, Ertech Keller Joint
Venture, a local firm, which has done a fantastic job in achieving these site
works ahead of schedule. I will just mention a couple of interesting points. At
the height of the preconstruction works, some 90 contractors were on the site.
A total of 55 459 wick drains have been inserted into the site. Nine hectares
of the site have been compacted and around 740 000 tonnes of sand surcharge
have been delivered and distributed across the site. That site will now settle
for the next six to nine months, and that period will lead up to the actual
construction. I just make the point that all of this has been achieved without
any significant environmental incidents. I remember a lot of things were said
when we decided to go to Burswood, but all of this has been achieved. It is
quite an achievement considering that we were working on a site that has some
challenges—it was an old tip site. There is no doubt that the
government has made the right decision in placing the stadium at Burswood
peninsula. Anyone aware of the success of the revamped stadium in South
Australia and its link to the city will know that it works very well. I make
the point that there were some geotechnical challenges, but I think the secret
was that we did intensive planning, investigation and modelling. We did not
rush it; we did it properly. Therefore, we went to that site knowing what was
there and we have the desired outcome.
The member also asked what was
taking place now. The project team is now going through a rigorous evaluation
of bids of the three consortiums to design, construct, partially finance and
maintain the stadium and the sports precinct. That work is also right on
schedule, with the contract to be awarded and the design revealed around the
middle of this year. Construction is to commence in December 2014, and the
stadium will be ready, as I have always said, for the start of the 2018 AFL
season, if not before.
