ENVIRONMENTAL PROTECTION AUTHORITY —
GREENHOUSE GAS EMISSIONS —BRIEFINGS
307. Hon PETER COLLIER to the Minister for Environment:
I refer to question without notice 284 answered on 3 April
2019.
(1) Will the minister confirm that at no time during
the briefing with the chairman of the Environmental Protection Authority
was he informed that the EPA intended to amend the guidelines to include a requirement
to fully offset all scope 1 emissions from projects emitting over 100 000
tonnes of carbon dioxide equivalent emissions per annum?
(2) Did the
minister receive any briefings or advice from the Department of the Premier and
Cabinet or the Department of Water and
Environmental Regulation regarding the proposed changes to the EPA guidelines prior to the briefing on 21 February 2019, or the announcement by the EPA on 7 March
2019?
(3) If yes to
(2), on what date did he receive the briefings or advice, and who provided the
briefings or advice?
(4) If yes to (2) will the minister table the briefings; and,
if not, why not?
(5) On what
date did the minister first become aware of the EPA's decision to amend
the guidelines to include a requirement to fully offset all scope 1 emissions
from projects emitting over 100 000 tonnes of carbon dioxide equivalent
emissions per annum?
