I refer to the Minister's recent announcement that expressions of interest will be advertised under a public/private partnership for the construction of a number of schools in Western Australia, including a proposed Secondary School at Lakelands in Mandurah and ask: (a) what year is the Lakelands High School expected to commence construction; (b) when is this proposed school expected to open; (c) what years will the Lakelands High School cater for; (d) will a Secondary Education Support Centre be included in this new school; (e) if yes to (d), what years will be catered for in this Education Support Centre; (f) what is the expected enrolment for the opening of this proposed Secondary School; (g) what is the expected catchment for this new Secondary School; (h) what effect will this new school have on future enrolments at John Tonkin College in Mandurah; (i) will the construction of this new school see the closure of the John Tonkin College Campus at Tindale Street in Mandurah (Old Mandurah High School Site); (j) what effect will this new school have on future enrolments at Coodanup Community College; and (k) what planning processes were undertaken to determine the need for a new Secondary school at Lakelands in the timeframe outlined by the Minister’s recent announcement?

In October 2014, the State Government called for Expressions of Interest for a package of public schools to be delivered under the Western Australian Schools Public Private Partnership (PPP). Three shortlisted respondents have been invited to provide a response to the Request for Proposal. This will test whether the Design, Build, Finance and Maintain PPP model can deliver value for money for the State. A decision on the preferred method of delivery is anticipated during the third quarter of 2015.
a) Construction is anticipated to commence in mid-2017.
b) January 2019.
c) Year 7 students only in 2019 and will cater for an additional cohort of students for each of the next five years. The school will have Year 12 students for the first time in 2024.

k) The planning processes included a detailed analysis of the current and projected student enrolments at the existing and future primary schools located in the proposed catchment area of the new high school. The rate of residential development occurring in the proposed catchment area was also taken into account.
