Perth Convention and Exhibition Centre—Redevelopment
1087. Hon Anthony Spagnolo to the parliamentary secretary representing the Minister
for Planning and Lands:
I refer to my
question without notice 1001 asked last week.
(1) Has final reconciliation of expenditure now
been completed and, if not, why not?
(2) If yes to (1), please provide the total dollar
figure already spent from the $35.57 million allocation.
(3) Is the minister aware of a serious cost
escalation in a contract awarded to Victorian firm Johnstaff Infrastructure
Advisory Pty Ltd by the department in April 2024 for the preparation of a
project brief relating to the Perth Convention and Exhibition Centre
redevelopment that varied from an initial $377,234 fixed-price estimate to over
$1.35 million—a blowout of nearly 1,000%?
(4) Will the minister provide detailed reasons
justifying this enormous cost overrun and, if not, why not?

I thank the
honourable member for some notice of the question. I provide the following
response on behalf of the Minister for Planning and Lands.
(1) No.
(2) Not applicable.
(3)–(4) The assertions of the member are
incorrect. The department increased the scope of the initial contract. The
value quoted is the upper estimate of total fees only, not the final
expenditure.
