I refer to mental health services in the North Metropolitan Health Service, and I ask: (a) how will the new East Metropolitan Health Service affect mental health services in the North Metropolitan region; (b) will any staff be transferred from the South Metropolitan region to the North Metropolitan region and, if yes, how many; (c) how many mental health staff are employed within the North Metropolitan Health Service; (d) how many mental health staff are employed in an administrative role within the North Metropolitan Health Service; and (e) what is the percentage and value of funding allocated to administration?

(a) Tertiary perinatal mental health (MH) services provided by the Women and Newborn Health Service (WNHS) are unaffected by the creation of the East Metropolitan Health Service (EMHS).
The following services currently under the governance of North Metropolitan Health Service (NMHS) will transfer to the governance of EMHS; Swan Community Mental Health (Adult and Older Adult), Inner City Mental Health (Adult and Older Adult), Mobile Clinical Outreach Team (MCOT) subject to funding approval, Wungen Kartup – Specialist Aboriginal Mental Health Service (SAMHS Metropolitan) and Mental Health Emergency Response Line/Rural Link (MHERL).
(b) Yes, 160 full time equivalent (FTE) have been identified for transfer from the NMHS to the EMHS. MH services are still being finalised and the final FTE may vary slightly.
(c) 1383 FTE.
(d) 221 FTE.
(e) NMHS budget relating to mental health services is $282 million for 2015/16. Of this, $36.56 million relates to contracted services purchased from private providers. These services are funded on outputs rather than staffing numbers and therefore have been excluded from the scope of this response.
Mental health funding allocated to the administrative and clerical category (direct and indirect services) is valued at $18.2 million which is 7.4% of the mental health budget (excluding the Public Private Partnership contract value).
