❓ A WA parliamentary question seeks information on the government's engagement with community and industry regarding free trade agreements with Malaysia, Japan, and China, including submissions, consultations, and state-specific impact assessments. The government had already made a submission regarding China, consulted with businesses, and had not yet determined whether to make submissions or conduct impact assessments for Malaysia and Japan.

I refer to community and industry consultation about the scoping study for a free trade agreement between Australia and Malaysia, the development of the Australia-Japan Trade and Economic Framework and the feasibility study of a possible free trade agreement between Australia and China. (1) Does the Western Australian Government intend to tender submissions to the aforementioned scoping study, feasibility study and trade and economic framework? (2) If yes to (1), does the Government intend to consult with community and industry groups to ensure that their concerns and desired outcomes are represented in all three bilateral economic agreements and frameworks; and, if so, please detail how the Government intends to undertake the consultation process? (3) Will the Western Australian Government undertake state-specific feasibility studies or impact assessments of any or all of the aforementioned bilateral economic agreements and frameworks? (4) If yes to (3), when will the studies be commissioned and who will be commissioned to undertake the studies or assessments? Hon KEN TRAVERS

The answer I have is dated 24 August 2004. To the best of my knowledge, it is accurate as of that date. I thank the member for some notice of this question. I am advised - (1) In relation to the Australia-China feasibility study, a submission has been made that can be downloaded from www.doir.wa.gov.au/exportandtrade. It is yet to be determined whether a submission will be made on the Australia-Malaysia scoping study and the Australia-Japan Trade and Economic Framework. (2) In developing the China submission, the Department of Industry and Resources conducted a telephone survey of approximately 50 businesses that had contacted the Western Australian Government Trade and Investment Office in China within the past 12 months as well as targeting organisations from its client base. It also sought the views of other government agencies. In addition, the department held a briefing in conjunction with the Western Australian Chinese Chamber of Commerce, which was attended by more than 100 business representatives. (3) Not determined. (4) Not applicable.
