My understanding of the situation is that the Commissioner of State Revenue made the decision about the amnesty on his initiative. He cannot be directed by me on that matter. He cannot be persuaded by me on that matter. He makes an independent decision on how the amnesty will apply. With regard to the scheme whereby the Government will refund part of the assessment for those people who have been assessed and have not yet paid, that was the subject of a cabinet submission prepared by the Department of Treasury and Finance that was taken by me to Cabinet and that was approved by Cabinet.
