With reference to the Rangelands Tenure Options consultation process, I ask -
(1) Will the Minister make arrangements for appropriate consultation with the Native Title holders and claimants through their representative bodies in the affected areas?
(2) If yes to (1), when, and what process will the Minister use?
(3) If no to (1), why not?
(4) Will there be further opportunity for public comment before the Minister determines the new Rangeland tenure arrangements?
(5) If yes to (4), when, and through what process?
(6) If no to (4), why not?
(7) Is the Minister undertaking further consultation with pastoralists in the Rangelands?
(8) If yes to (7), when and through what process?
(9) If not to (7), why not?
(10) Will the Minister undertake further consultation with the conservation sector?

(1) Yes.
(2) The Parliamentary Secretary to the Minister for Regional Development; Lands  initially met individually with all affected Native Title Representative Bodies and again at the combined Native Title Representative Body Meeting of 30 June 2011. The Minister is committed to further ongoing consultation with the affected Native Title Representative Bodies. The Minister has requested the combined Native Title Representative Body to indicate to his Parliamentary Secretary how Native Title bodies would prefer to be consulted on these matters.

(4) Yes.
(5) From the outset, the Minister has indicated that there would be several opportunities for stakeholders to engage with the proposed rangelands tenure arrangements. In addition to preparing a formal response to the submissions received on the discussion paper, the Minister intends to make a draft bill available for consultation later this year in anticipation of the legislation being introduced to Parliament in 2012. The Minister's Parliamentary Secretary is also in consultation with stakeholders about the possibility of a forum on the proposed tenure arrangements, once the draft bill is available.

(8) The Minister's Parliamentary Secretary, along with officers of the Department of Regional Development and Lands (RDL) engage regularly with the Pastoralists and Graziers Association on the Rangelands Reform Program and the tenure reform options.
In addition, at the commencement of the Rangelands Reform Program, individual Pastoralists were sent letters announcing its commencement and each was also sent a copy of the Rangelands Tenure Options Discussion Paper. Pastoralists have also been sent a newsletter to update them on progress with the program. This will be a regular form of communication. The Director Generals of both the Department of Environment and Conservation and RDL are in regular dialogue regarding conservation and tenure options.

(11) The Minister's Parliamentary Secretary has met several times with conservation stakeholders and, at the suggestion of this sector, intends to host a forum on rangelands reform tenure options for all stakeholders. Time and resources permitting, the Minister's Parliamentary Secretary is open to further meetings with this sector and other stakeholder representatives during the course of this process.

(14) A summary response to the feedback received from the Rangelands Tenure Options Discussion Paper will be released shortly. This response will capture the key issues raised and detail how the Government intends to address them.
