I refer to the Department for Local Government and Communities and the fact that in 2013-14 the number of actual employees was 16 below the budget target, and I ask: (a) was the failure to meet the employee budget target of 326 a result of staff choosing to leave the Department for Local Government and Communities, or of planned positions not being filled; (b) which positions were lost/not progressed; and (c) how many positions in the Department for Local Government and Communities are currently vacant?

(a) The Department's initial number of staff of 326 was at the point of amalgamating the Department of Local Government and the Department for Communities. The Full Time Equivalent ceiling was redefined to 297 staff by the Machinery of Government process. The reduction in staff was achieved through voluntary redundancies, where positions were identified as surplus to requirements.
(b) Positions that were either abolished or not progressed were those identified as duplication of effort as a result of the Machinery of Government and realignment to the Department's strategic plan,
(c) As at 31 October 2014, there were six positions vacant.
