I refer to minimum extraction level of 500 megalitres required to start imposing a metering condition on licences outside priority metering areas, and I ask -
(1) Why has that minimum level not been reduced to 50 megalitres, as was identified as desirable to occur by 31 June 2010 in
Operational Strategy 5.03 - Metering the Taking of Water
?
(2) Has the cost of rolling out this program been budgeted?
(3) If yes to (2), would the Minister please table that budget?
(4) Given that large users are ordinarily responsible for installing and monitoring their own meters, could the Minister please explain -
(a) why Federal funding is required to roll out a metering program to users licenced to extract more than 50ml per annum; and
(b) what costs those funds are expected to cover?
