Hon Robin Chapple asks about the conditions under which Xstrata can retain mining leases for the Windimurra vanadium mine, specifically regarding conversion to exploration leases and the duration of retention without active mining. The Leader of the House, Hon Kim Chance, provides a non-answer, stating he doesn't have the information at hand.

I am not sure whether this question should be addressed to the parliamentary secretary or the minister representing the Minister for State Development. I refer to the letter from the former minister dated 25 February 2005, reference 10-28493, to me with regard to the Windimurra vanadium mine. (1) For how long can Xstrata retain the current mining leases without proceeding to mine the resources? (2) Can Xstrata now convert these leases back to exploration leases under the amended Mining Act? (3) If yes to (2), is Xstrata able to retain these leases for 15 years without further activity other than compliance with expenditure provisions? (4) If no to (3), or if there is any variation from the 15 years quoted above, can the minister explain what or why that might be the case? The PRESIDENT: Order! As I am not aware that we have any parliamentary secretaries at the moment, I will call on the Leader of the House if he has an answer to the question. Hon KIM CHANCE

Thank you, Mr President. I very much appreciate that Hon Robin Chapple has provided some notice of the question. If Hon Robin Chapple does not mind waiting for a moment, I will let him know whether his advice of the question has been received. I have one or two questions from Hon Robin Chapple, but regrettably none of those deals with the question of Xstrata and Windimurra.
