Does the Premier chair the cabinet committee; and, if so, does the Premier know whether the matter has gone before it? Dr GALLOP

I do chair the committee. I am very committed and excited about what is happening in rural and regional Western Australia. When I visit the regions I see a positive approach to the future. As a community, we must develop partnerships between the State Government, local government and the federal Government. That takes me on to an interesting issue, which is the approach of the federal Minister for Regional Services, Territories and Local Government to the whole question. Does the Leader of the Opposition support the attempt by the federal Minister for Local Government to undermine the authority and function of the State Government in Western Australia? Does he support the efforts to undermine rural and regional Western Australia in that way? Mr Barnett: The Premier has spoken for 10 minutes and not answered the question of the Leader of the National Party. With respect to the comments by Mr Tuckey, I think they are foolish and do not deserve to be taken seriously. Dr GALLOP: Good. The Leader of the Opposition was not on the record and I thought I would give him the opportunity. The answer to the question is very clear. We are very committed to promoting regional Western Australia and the committee is playing an important role in that. We are committed to improving health services, but that means change. Unless we change the way we do things in Western Australia, things will not improve. The Opposition does not want to change anything because it does not have any imagination. I congratulate the Leader of the National Party for his energy but I think he is barking up the wrong tree in opposing the very rational reforms recommended for Western Australia by the health administrative review committee.
