177. Hon KATE DOUST to the Leader of the House representing
the Minister for Energy:
I refer to the decision to refurbish the Muja A and B plants.
(1) Prior to
the decision to refurbish these plants, was a business case prepared for the
project; and, if yes, who prepared this business case?
(2) Did this
business case include any engineering analysis; and, if yes, who prepared this
analysis?
(3) If there
was an engineering analysis, did this analysis contemplate the boilers and
high-pressure steam systems of the Muja A and B plants?
(4) If yes to
(3), why were the issues with the boilers unforeseen, as claimed by the former
Minister for Energy on 8 February 2013?

(1) Yes, the
business case was prepared by Verve Energy and Inalco Energy Pty Ltd, with
input from technical, financial and legal external parties.
(2) A
technical due diligence report was obtained from a large engineering firm on
the Muja AB refurbishment.
(3) Yes.
(4) Both the issue and the location are extremely rare.
