(1) Target 120 (T120) operates at 20 sites across Western Australia, these are: Carnarvon, Broome, Derby, Fitzroy Crossing, Albany, Bunbury, Geraldton, Armadale, Karratha, Kununurra, Mirrabooka, Midland, Port Hedland, Halls Creek, Newman, Ellenbrook, Rockingham, Mandurah, Northam and Kalgoorlie.
T120 sites may be led by the Department of Communities (Communities), an Aboriginal Community Controlled Organisations (ACCO), Community Sector Organisations (CSO), or in partnership between Communities and an ACCO and/or CSO.
For Communities led sites, the staffing model comprises three FTE which includes two Community Youth Support Workers and one Community Youth Officer (CYO). Where sites are led in partnership, there is one Communities’ Community Youth Officer and the ACCO or CSO provide full time equivalent (FTE) and training for their staff within their grant. For sites that are ACCO or CSO led, all program delivery costs are provided under a Grant Agreement, including staff salary and training.

For ACCO and/or CSO led sites, staffing is provided within the funding under the Grant Agreement. While the staffing model is generally consistent with Communities’ staffing structure, there can be some differences in the staffing structure for ACCO or CSO led sites.
ACCO and CSO led sites include: Albany, Broome, Carnarvon, Derby, Fitzroy Crossing, Halls Creek, Karratha, Kununurra, Newman and Port Hedland.
(2)   – (3)    Any expansion of 120 to new or additional locations is subject to budget approval through the usual budget processes. T120 has already expanded from the initial 11 sites in 2017 to a total of 20 sites to date.
(4)   As at 14 November 2025, there are currently 189 program participants. There are currently 58 across metropolitan locations and 131 across regional locations. The average T120 site has 9 active clients.  A breakdown by location is not provided due to the small number of participants at any given time in some locations which may result in at risk children and families being identifiable within their communities.

There were 268 families who were declined for the program since January 2025, either voluntarily or by the Local Interagency Groups as a result of being deemed unsuitable or becoming ineligible. While the client information system captures the total number of clients who were deemed unsuitable or declined, it does not enable this information to be further broken down by those who voluntarily declined, and those that were declined by the Local Interagency Groups as a result of being deemed unsuitable or becoming ineligible.
