I refer to the statement on page 12 of the Auditor General’s Report “Regulation of Training Organisations” that “the Council performed risk assessments of RTOs” and I ask: (a) what categories of risk exist does the TAC use to describe RTOs; (b) what are the definitions for each category of risk; (c) how many RTOs were in each category of risk at June 30 2013; (d) how many RTOs were in each category of risk at June 30 2014; and (e) how many RTOs were in each category of risk at June 30 2015?

(a -b) The Training Accreditation Council (TAC) does not provide an overall risk rating for Registered Training Organisations (RTO).
The risk definitions below are used to categorise the risk level of individual application submitted by an RTO for review by TAC. They cannot be used to infer an overall risk rating for the RTO.
RTOs frequently submit applications to TAC for a variety of reasons including requests to deliver different qualifications or to renew registration. A high performing RTO may have an application categorised as high risk due to the nature of the product being proposed to be delivered. For example, an electrical training qualification.
Extreme - immediate action/intervention by the registering body
High - intolerable risk - auditing, monitoring and mitigation strategies as deemed appropriate
Medium - risk mitigation through a program of audit and/or monitoring activity
Low - tolerable risk - no specific program of audit and/or monitoring activity required
(c) Based on the risk assessment of each application conducted from 1 July 2012 to 30 June 2013;
Low - 60, Medium - 172, High - 101, Extreme - 4
(d) Based on the risk assessment of each application conducted from 1 July 2013 to 30 June 2014:
Low - 58, Medium - 137, High - 102, Extreme - 14
