I refer to the Keralup development.
(1) What ongoing work is the minister and his agencies
involved in relating to the development?
(2) What is the current status of planning and assessments?
(3) When is it anticipated that
planning and assessments will be completed?
(4) When is it anticipated that work
will commence on the development?

I thank the member for some notice
of the question.
(1) A major
amendment to the metropolitan region scheme for Keralup stage 1 is being
progressed by the Western Australian Planning Commission. Also, the Department
of Planning is liaising with the Department of Housing, relevant state
government agencies and local governments about strategic subregional planning
matters relating to Keralup and the preparation of a draft Keralup district
structure plan.
(2) The proposed
MRS amendment for Keralup stage 1 has been advertised for public comment and
the submissions hearings for the amendment were held in May this year. The
Western Australian Planning Commission will consider a report on submissions
for the amendment and provide a recommendation to the Minister for Planning
regarding the proposed amendment. Subject to the minister's
consideration of the proposed MRS amendment, it is anticipated that the
amendment would be tabled in Parliament later this year.
(3) A final
decision on the MRS amendment for Keralup stage 1 is expected by the end of
this year. If the MRS amendment is approved, the Keralup stage 1 land will be
zoned urban deferred in the MRS. There are subsequent planning processes
relating to the lifting of the urban deferment classification, as well as
necessary local rezoning, structure planning and subdivision approvals.
The planning processes and
assessments for the Keralup landholdings to the east of the Serpentine River
will take several years to complete.
(4) Subject to
the necessary rezoning, local structure planning and subdivision approvals
being obtained, it is anticipated that subdivision works for Keralup stage 1
would commence in the 2014–15 financial year.
