CANNABIS — HARM REDUCTION
986. Hon Dr BRIAN WALKER to the parliamentary secretary
representing the Minister for Mental Health:
I refer the minister to an
announcement made by the head of Malta's cannabis regulatory authority,
on the third anniversary of that
jurisdiction being the first in Europe to legalise cannabis, in which he
concluded that the country's harm-reduction approach is working,
citing evidence that users now know where the product is coming from and what
it contains. What will it take for the Cook Labor government in WA to adopt a harm-reduction
approach to cannabis and, if it refuses to entertain one, what will need to
happen before it changes its mind?

The premise of the question is
incorrect. The state government adopts a harm-reduction approach to
recreational cannabis use in its delivery of targeted public education, treatment
and support services.
