964. Hon LYNN MacLAREN to the Minister
for Planning:
I refer to the proposed road
extension to connect The Esplanade with West Coast Highway as part of the
Scarborough foreshore redevelopment.
(1) How many hectares of vegetated
dunes are proposed to be cleared for the road?
(2) What consideration has been
given to the impact of clearing within two Bush Forever sites?
(3) Will the
minister outline how the proposed road meets ''State Planning Policy No.
2.6: State Coastal Planning'', including in regard to coastal setback
requirements?
(4) How far from
the high-water mark in metres would the proposed road be at the closest point?
(5) Will the
minister please give details of the timing and scope of any environmental
assessment to be conducted or commissioned on the impact on dune ecosystems?

I thank the member for some notice
of the question.
(1) The area of vegetation to be
cleared will be determined as part of the design for the road extensions.
(2) The road
extensions will be subject to assessment against ''State Planning Policy
2.8: Bushland Policy for the Perth Metropolitan Region''.
(3) Consideration
of state planning policy 2.6 will be undertaken as part of the design and
assessment of the road extensions.
(4) The detailed design of the road
extensions has not yet been determined.
(5) The detailed
design of the road extensions has not yet been determined. A further 18 months
to two years of design work and environmental and planning approvals is
required prior to any construction commencing. As a requirement of this
process, further consultation will occur providing the opportunity for members
of the public to express their views to ensure that all matters are given due
consideration. I have also established the Scarborough Redevelopment Community
Advisory Group, chaired by Hon Liz
Behjat—an excellent member in this place—to provide a forum
for local input on the planning, development and design of the proposed road
network in the area, including the future extensions of The Esplanade as
outlined in the Scarborough master plan.
