(2) The budget allocation for staffing represents costs for an average of 28 FTEs over the year. (3) Staff of the waste management branch are employed by the Department of Environment and Conservation, and as such have line reporting through to the director general in providing services to the Waste Authority. The DEC officers receive direct instruction from the Waste Authority about the substantive tasks allocated to them by the Waste Authority in the performance of its functions.
