My question would normally have been directed to the Minister for Housing representing the Minister for the Environment and Heritage, but the Leader of the House is looking interested. (1) Are the Brookdale liquid waste treatment facility operators required to report volumes or toxicity of vagrant or fugitive emissions under the works approval and the licensing approval of the Department of Environmental Protection? (2) If not, why not? (3) If yes to (1), please detail any reference to the estimated or actual fugitive emissions included in any works approval or licence applications from the Brookdale liquid waste treatment facility? Hon KIM CHANCE:  The minister has provided the follow response - (1) No. (2) Given the activities of the facility, odour from the biological wastes is the only substantial fugitive emission that may be released from the Brookdale liquid waste treatment facility.  There are on-site management procedures in place to deal with it.  Due to the subjective nature of odour, off-site management is through a complaints system whereby incidents are investigated on an individual basis. (3) Not applicable.
