(b) what is the cost to the transport industry (permit vehicles) to meet mandatory accreditation, in particular, for a single unit operator; and (c) what is the projected saving in dollar terms to the taxpayer of mandatory accreditation?
(c) what is the projected saving in dollar terms to the taxpayer of mandatory accreditation?
(b) The cost of accreditation to industry will involve the payment of a small annual fee, the cost of putting in practices to enable their business to meet the standards being set, and the cost of an audit of their systems by an approved auditor. The cost will vary depending on the size of a particular operation. However, we have gone some way to offsetting these costs by making available a free implementation package to owner/drivers. (c) Mandatory accreditation will deliver improved safety of operation of heavy vehicles on our roads through numerous benefits including better management of driver scheduling to prevent fatigue and better maintained vehicles. The dollar value of these improvements depends on the value placed by the community on making heavy vehicle operations safer. Clearly by endorsing the Government's pre-election commitment to increase the heavy vehicle enforcement effort the community has demonstrated that it places enormous value on road safety.

(a) The introduction of mandatory accreditation is only one aspect of the Government's commitment to increase the enforcement effort in regard to heavy vehicle operations on our roads. An annual amount of approximately $2 million is being made available to Main Roads to increase the enforcement effort. This amount relates primarily to the engagement of additional on-road inspectors, which would be required regardless of whether mandatory accreditation was introduced to ensure adequate enforcement coverage across the State.
