Further to the answers provided to question 825 answered on Tuesday, 8 November 2005, I ask the minister to please state - (1) What reasons are given in the clinical governance report of the Office of the Chief Psychiatrist as to why the location of any of the Whitby Falls Hostel land makes it too difficult for the government to construct a purpose-built home for the Whitby Falls Hostel men who wish to stay put? (2) Where is the alternative site that has been identified for the construction of the men’s purpose-built home? (3) Of the four men counted as living in the hostel, do any occupy any of the separate houses on the Whitby Falls Hostel land for part of their day? (4) Do any other ex-residents occupy any of the houses on the Whitby Falls Hostel land? (5) When was the last time Whitby Falls Hostel residents occupied each of these houses, and where have they moved to? (6) How will the purpose-built home on the alternative site be funded and when will it be completed? Hon SUE ELLERY

I thank the member for some notice of this question. (1) The Chief Psychiatrist has expressed concern, both in the report and in subsequent discussions with the Department of Health, about the adequacy of duress response capacity given the location, the safety of the physical environment given its physical location, the availability of fire prevention and firefighting facilities, and limited telecommunications. (2) The alternative site has a wooded hills aspect and will be identified when it has received ministerial approval. The minister may also consider other sites. (3)-(4) No. (5) The houses were last occupied between 12 September and 19 October 2005. Residents are currently at Valencias Hostel, Fremantle Hospital and Whitby Falls main hostel. (6) The funds will be provided by the South Metropolitan Area Health Service and the Department of Housing and Works.
