DEVELOPMENTWA — CONSTRUCTION COST FORMULA
1417. Hon STEVE MARTIN to the minister representing the
Minister for Lands:
I refer to news reports in The
West Australian yesterday that a developer for an apartment project on Hood
Street in Subiaco has engaged a legal team to argue that DevelopmentWA's
method for calculating construction costs for the sale of affordable housing is
not fit for purpose.
(1) Is the method of calculation
under review?
(2) If no to (1), why not?
(3) What is the government's
position on the Hood Street matter?
(4) How many
apartment projects in the past 12 months have been approved under different
construction cost estimates from the default method due to market conditions,
as the minister advised takes place in the answer to question without notice
1019 on 10 September?

I thank the honourable member for
some notice of the question. The following response has been provided by the
Minister for Lands.
(1)–(2) Since the COVID pandemic, due to escalating
construction costs, most developments subject to development policy 9
have been determined via an agreement between the parties.
(3) Both
DevelopmentWA and the Department of Communities made a submission to the
development assessment panel on this application. As the DAP is the
decision-maker, it would be inappropriate for the minister to make a comment.
(4) Four approvals have been issued subject to DP9 since
2020.
