(3) No. However, a provision for broader underspending on the total public sector Asset Investment Program is held at a global level (that is, not allocated to agencies). The global allowance is disclosed under the Provisions heading in Chapter 6: Asset Investment of Budget Paper No. 3: Economic and Fiscal Outlook (see page 182 in the 2016-17 Budget Paper No. 3). The impact of the change in the value of the provision is also shown in the reconciliation of net debt movements since the 2015-16 Mid-year Review forecasts were released in December 2016 (see Table 7 on page 49 of the 2016-17 Budget Paper No. 3).
