In light of the minister’s comments that organisations not providing core, essential services will have their funding cut, will he provide a guarantee that the ARAFMI Mental Health Carers and Friends Association - an organisation that works with families and friends who care for people with mental illnesses - will either continue to receive its existing funding or will have its funding increased? I assure him and other members of the House that the Government recognises that mental health problems and disorders affect a significant number of people in the community, and have an enormous impact on families and the community generally. For that reason, I support improving the range of services available in mental health for families and carers. In the ministerial statement I read to the House immediately prior to question time I indicated that the Mental Health Carers and Friends Association - I know this body by its former name of ARAFMI, or the Association of Relatives and Friends of the Mentally Ill - has been excluded from any changes or cuts proposed in that statement. That was done for very good reason, and no doubt as a recognition of the esteem in which the member for Wagin holds the organisation - as do I. It, along with all non-government organisations, will be subject to review between now and 31 December to consider ways to get the best value for money for our health dollar. Although the Government is strongly supportive of such organisations, a focused and coordinated framework is needed in mental health that gives us value for money in an extremely tight health budget situation. The Government will remove from expenditure in the health area, particularly in mental health, any waste or duplication that it comes across in the process. Mr T.K.
