2. Wanneroo Council's concerns related to proceeding with the strategy, seeking endorsement of individual councils and urges WALGA not to endorse. Melville Council's concerns were about wishing to consult with its community prior to any major planning decisions being made about the future residential density, road hierarchy and centres strategy for the City of Melville. 3. The Network city strategy document is out for public comment, which gives all people an opportunity to comment prior to finalisation. The priority strategies and actions may alter as a result of public comment. The Western Australian Planning Commission (WAPC) is to prepare an 'implementation action plan' (action 2-9(a)); in line with the participative tenor of Network city and stakeholders will need to be involved in creating this and thus can influence the timing of all actions, which give effect to the strategies. Action 1-2(c) calls for stakeholders to "work with local government, to define smaller areas and associated targets, which are to be the subject of participatory processes (local dialogues) ...". Coupled with the public comment period, Councils have an opportunity to define "acceptable strategies and priority actions". The WAPC has endorsed the establishment of the Corridor Development Steering Committee.
