I refer the Minister to the Lotteries Commission grant of $168 000 to Ruah Community Services to assist with the publication and sales of ‘The Big Issue’ magazine, and ask -
(1) Is Ruah Community Services itself, or its ultimate owner, a foreign company?
(2) Where is the company’s head office located?
(3) Will the Minister ensure that the Lotteries Commission looks equally favourably upon grant applications from other media organisations should they choose to use unemployed or disadvantaged people to sell their product?

This organisation has been providing a range of services in Perth since 1959, and primarily works with people who present with issues as a result of mental illness, problematic substance abuse, homelessness, domestic violence, and those on low incomes. This organisation has been a recipient of grants from the Commission over a number of years to support the range of essential services provided to our community's most disadvantaged. 2. Ruah's main administration centre is located at 27 Cleaver Street West Perth. Services are delivered throughout the metropolitan area. 3. The Commission will consider applications from any eligible organisation that meets the requirements of the Lotteries Commission Act 1990, for assistance to support their charitable or benevolent activities. In this instance, the grant was made to an eligible organisation under the Act for a clearly eligible and most worthwhile purpose – to assist socially disadvantaged people move out of the poverty cycle. Any similar initiatives would be considered within the Commission's legislative and policy framework, if an application were submitted by an eligible organisation.
