I refer the Premier to the Western Australian greenhouse strategy he released yesterday, which states that the Western Australian Government will support national measures to meet the Kyoto Protocol target that recognise Western Australia’s circumstances and interests. (1) How does the Premier reconcile this commitment with recent government decisions, including the establishment of a desalination plant estimated to emit 100 000 tonnes per annum of greenhouse gases into the atmosphere, and the importation from the United States of oil-burning power generators that do not meet emission standards? (2) How does the Premier expect the people of Western Australia to take his greenhouse strategy seriously when the Government considers itself free to diverge from its own environmental rhetoric whenever it becomes too difficult or is convenient? Dr G.I. GALLOP

(1)-(2) I notice that the Leader of the Opposition avoided telling this Parliament and, through this Parliament, the people of Western Australia what his attitude is towards the signing of the Kyoto Protocol. Does the Leader of the Opposition support the Australian Government signing the Kyoto Protocol? Mr C.J. Barnett: No, I do not. Dr G.I. GALLOP: He does not support it. He comes in here with a question about global warming when he does not support the ratification of that protocol. I remind the Leader of the Opposition that the Australian Government fully participated in all the discussions about global warming. It won from the international community a target for Australia different from that of other countries. It won the sequestration principle for Australia, which is very important, given Australia’s changed attitude to land clearing and forests. The Australian Government won those things, and then it would not sign up and participate in an international movement that is absolutely necessary to stabilise the world’s climate. It is necessary because we can already see that the Western Australian climate is becoming drier as a result of global warming. We have seen the hurricanes raging through the Caribbean, which are directly related to global warming. Some countries in the Pacific will lose everything as a result of global warming. We have a responsibility to be part of that process, and to participate in the international movement. We need a Latham federal Government, because only a Latham federal Government will bring about that international participation. I commend the Western Australian Farmers Federation for its foresight in supporting the position of the Government on this matter. The federation knows the implications of global warming for our community and fully supports the Government’s call for the ratification of the Kyoto Protocol. The desalination process will result in greenhouse gas emissions, and the Government has committed to a tree-planting program to completely neutralise all of those emissions. Importing oil is a temporary measure brought about as a result of the Western Australian Government dealing with the botched privatisation of the gas pipeline. The Leader of the Opposition was the minister who botched the privatisation. This side of the House will fully support an Australian commitment to an international movement to combat global warming, while members opposite have their heads in the sand, ignoring the issues. The Government will take seriously the greenhouse gas emissions resulting from any of its decisions, as it has done with the desalination proposal. The Leader of the Opposition should get into the modern world. Issues need to be addressed, one of which is global warming. Everyone in this Parliament should be working to that end.
