I refer to the State Government’s commitment (announced ahead of the 2025 State Election) to replace approximately 5,000 street lights in Kalgoorlie-Boulder with upgraded lighting (including LED lighting), to improve community safety and deter crime and anti-social behaviour and ask: (a) What is the total number of street lights in Kalgoorlie-Boulder that are within the scope of this commitment; (b) As at 17 February 2026, how many of those street lights have been replaced or upgraded under this commitment; (c) Of the number identified at 1(b), please provide a breakdown by: (i) year and month of installation; (ii) location (by suburb and/or by street where practicable, or alternatively by feeder area/asset group if street-level reporting is not practicable); and (iii) whether each replaced light is owned/maintained by Western Power or the City of Kalgoorlie-Boulder (or another entity); (d) Please provide the following details in relation to the program: (i) the total budget allocated for the commitment and the amount expended to date, with year-by-year expenditure; (ii) the delivery model and responsible agency/entities (including any role of Western Power and the City of Kalgoorlie-Boulder); (iii) the program start date and the anticipated completion date; and (iv) the number of street lights remaining to be replaced/upgraded and the expected schedule for completion; and (e) Have there been any changes to the scope, cost, timing, or delivery arrangements for this commitment since it was announced: (i) If yes, please provide details, including: (A) what changed? (B) when the change was made? (C) the reasons for the change?

(a)-(e) The Kalgoorlie-Boulder LED Streetlight commitment is for $2.5million towards the replacement of streetlights across Kalgoorlie-Boulder. Replacement commenced in early February 2026 and is expected to be completed by the end of 2026.
The majority of streetlights within the City are operated and maintained by Western Power. However, lighting along certain streets and within sporting complexes are owned and maintained by the City. Lighting along the Great Eastern Highway is owned and maintained by Main Roads.
The City of Kalgoorlie-Boulder undertook a Streetlight Audit in 2025 identifying priority lighting and to inform the LED replacement project. The City is the recipient of the State Government funding and is contracting Western Power to undertake the streetlight replacement.
Due to increased costs associated with supply of LED light units and regional mobilisation of Western Power personnel, the anticipated number of units able to be replaced with the $2.5 million funding allocation has been updated.
