(1) Noting that
the local government grants scheme publishes annual guidelines for ''optimal
life cycle'' for appliance replacement, what is the optimal life cycle
for an incident control vehicle and specialised equipment tender in service
with the career fire and rescue service?
(2) Given the significantly delayed fleet replacement
program, how will the Department of Fire and Emergency Services
determine sufficiently ahead of time when the Belmont ICV reaches its usable
service life?
(3) Has the
capability review for the replacement of the specialised equipment tenders
commenced?
(4) If yes to
(3), who is conducting the review and what are the terms of reference?
(5) Noting that
the Osborne Park SET is already 20 years of age, when will the review report?

for Emergency Services.
(1)–(5) The Department of Fire and Emergency Services—DFES—advises
that the optimal life cycle is determined by the individual appliance's
usable service life. The optimal life cycle is 20 years for incident control
vehicles and specialised equipment tender appliances, with refurbishments
completed after seven years. This is used for strategic procurement planning
purposes only and will be dependent on the individual appliance's
usable service life. A project advisory committee—PAT—has been
formed, which includes DFES technical officers, members of the career fire and
rescue service and the United Professional Firefighters Union of Western Australia.
Phase 1 is estimated to be completed in December 2024.
