parliamentary secretary representing the Minister for Transport:
(1) Has the
Western Australian government agreed to join the Office of the National Rail
Safety Regulator?
(2) What are the reasons that WA did not join the ONRSR when
it was established in July 2012?
(3) How have these reasons now been addressed?
(4) When does the minister expect the necessary legislation
will be introduced to the Parliament?
(5) When does the minister expect the ONRSR to commence
operations in WA?

(1) Yes.
(2) Western
Australia did not join the ONRSR when it commenced operations in January 2013
as the government made the decision to enact the legislation via mirror
legislation, which is more complex in its drafting.
(3) Drafting has been completed.
(4) The Rail Safety National Law (WA) Bill 2014 was introduced to the Legislative Assembly and second read on 17 September
2014.
(5) It is anticipated that, subject
to the parliamentary agenda, the Office of the National Rail Safety Regulator
will commence operations in Western Australia on or before 1 July 2015.
