In relation to the Department of Transport’s Patrol Vessel 16 (PV16), I ask the Minister:
(a) is there a Department of Transport patrol vessel known as PV16;
(b) is this patrol vessel normally stationed in Maylands;
(c) is this patrol vessel currently in service;
(d) if yes to (c), where is it stationed;
(e) if no to (c), why is it out of operation, when did it go out of operation and when is it expected to be returned to service;
(f) what are the areas of the Swan River that the PV16 normally patrols;
(g) does the PV16 patrol the 9 kilometres of the Swan River that flows through the Maylands electorate; and
(i) if so, what is the average frequency that patrols are conducted in this section of river in the Maylands electorate and how many times did the PV16 patrol this section of the river in the Maylands electorate during the 2008–2009 peak boating season;
(h) is it possible for members of the community or Members of Parliament to request that PV16 be sent to patrol black-spot areas on the river where speed boats are known to exceed the speed limit; and
(i) if so, what is the process?

(a) Yes. PV16 is a five metre aluminium centre console patrol vessel commissioned in 1999.
(b) The practice of storing a Department of Transport patrol vessel at the Maylands Police Depot began in February 2006. Prior to that date, the upper Swan was patrolled from vessels operating out of the Swan River Trust Depot in Victoria Park or from Fremantle. PV16 was stored at the Maylands Police Depot from February 2006 to November 2009. During January and February 2010, another Department of Transport patrol vessel was stored at the Maylands Police Depot.
(c) Yes.
(d) PV16 is currently in service in Geraldton. The vessel will be redeployed to Carnarvon in May 2010 for four months before returning to Geraldton for the 2010-11 summer boating season.
(e) Not applicable.
(f) When operating out of Maylands, PV16 routinely conducted on-water patrols from the Causeway Bridge to the Middle Swan Bridge. Since November 2009, the Department of Transport has conducted patrols of this area using other Department of Transport vessels either based out of the Maylands Police Depot or Fremantle and on Swan River Trust vessels as part of a joint patrol program.

(h) The frequency of patrols in all areas varies greatly. However, from 1 November 2008 to 30 April 2009, PV16 conducted a total of 28 on-water patrols in the upper Swan River.
(i) The Department of Transport's compliance patrol program is target based and resource dependent. When selecting targets, the Department of Transport considers a number of factors, including information provided from the public through the submission of incident reports or more requests for a compliance presence.
(j) Members of the public seeking an increased compliance presence at specific areas are encouraged to report incidents of non-compliance to the Department of Transport by submitting a Marine Safety Complaint Report available on the Department of Transport website or by contacting the Marine Operations Centre on 9431 1000.  More direct requests for an increased compliance presence at specific areas can be made by contacting the Coordinator Safety and Compliance on 9431 1002.
