I refer to media reports in relation to the deregistration of private Registered Training Providers in Victoria that claimed millions of dollars of Victorian Government training funds last year. I refer also to the Western Australian Government's refusal to grant referral powers to the Commonwealth Government that would make Western Australia's Vocational Education and Training (VET) programs subject to the newly established National VET Regulator, and I ask —
(1) How will private Registered Training Organisations in Western Australia become eligible for government funding under the new entitlement model?
(2) What steps does the Government intend to take to ensure that all training organisations continue to deliver training qualifications of the highest standard?
(3) Will the Training Accreditation Council register and monitor private training organisations in accordance with existing procedures?
(4) If no to (3) —
(a) why not; and
(b) what body will register and monitor training organisations and what procedures will be used?

(1) The National Partnership on Skills Reform signed by the State on 13 April 2012 requires that the training entitlement to a government subsidised training place is accessible through any registered training organisation (RTO), public or private, which meets state-based criteria for access to the national training entitlement (clause 28).
The Department of Training and Workforce Development is in the process of developing the entitlement model, which will reflect the requirement for the entitlement model to be open to both public and private RTOs. The Department will also develop state based criteria for RTOs to access public subsidy funding as part of implementation of the Skills Reform National Partnership.
(2) The Training Accreditation Council as the body responsible for registering providers operating solely in Western Australian will monitor national standards and assure the quality of delivery and assessment of these providers.
(3) Yes
(4) Not applicable.
