Can the minister outline how the Government is fulfilling its election policy of restoring consumer protection? Mr KOBELKE

I thank the member for some notice of this question and for his interest in consumer protection. The Gallop Government was elected with a strong and clear policy of restoring consumer protection. Establishing the Department of Consumer and Employment Protection was a lot more than just a name change. This Government has given a clear budgetary commitment this year and in the forward years by creating an extra 62 staff positions over the next three years to help promote consumer protection. An amount of $3.2 million is in the state budget to provide for better consumer education and improved support systems and technology for the department. Last week I launched the consumer justice strategy, which fulfils a key element of our election policy - restoring consumer protection. That strategy is based on seven themes: protecting consumers and businesses through investigation of complaints; developing an appropriate regulatory framework; effective and efficient administration of that framework; empowering consumers through information and education; promoting fair trading for business; supporting non-government consumer services; and helping with effective dispute resolution. I table a copy of that consumer justice strategy. [See paper No 1021.] Mr KOBELKE: This document will lead us to implement a range of measures to improve consumer protection. Firstly, we will re-establish the consumer affairs council, so that members of the community will provide direct advice to government, which will also provide more people to use on a range of boards and committees and ensure more adequate consumer representation on those boards and committees. Secondly, we will undertake a full review of all statutory boards and committees in the consumer protection portfolio, and thirdly, we will next year review three fundamental consumer protection statutes - the Consumer Affairs Act, the Fair Trading Act and the Residential Tenancies Act. This Government is about ensuring that the people of Western Australia have proper consumer protection; it will pick up from the previous Government, under which this whole area languished. Consumer protection in the finance broking industry and in many other areas was no longer available in this State. This Government is committed to ensuring consumer protection for the people of Western Australia.
