(2) Can the Minister provide a list of the positions (sworn and unsworn) that were identified in each policing district and station for transfer, redeployment or redundancy by Mr Stalari and Ms Roberts in the Administrative Functions Review and any other documents held by the WAPS or the Government?
(3) Can the Minister advise the rank and position numbers of each individual identified in the above mentioned question?

(1 - 6) The Western Australia Police Service advise that the Administrative Functions Review was sponsored by retired Deputy Commissioner Porter and was designed to ensure the Agency’s administrative structures were appropriate and that police resources, both sworn and unsworn, are deployed to provide efficient and effective policing services to the community. No sworn positions were abolished. Sixty one sworn positions and seven unsworn positions were transferred to other function/areas more appropriate and of greater operational impact. The Police Service considered that the function of thirty eight unsworn and seven wages positions – the majority of which were vacant - was either no longer required or could be absorbed by other positions. The table below represents at District level, pursuant to the Police Service’s policy of providing staffing information at District level due to operational sensitivities, a breakdown of the position (by rank/level) that were either transferred or no longer required/absorbed. The Police Service advise that sworn and unsworn positions across the Police Service that were deemed to be performing administrative duties, were reviewed to identify potential opportunities to realise efficiencies and savings that could be directed to operational areas. From changes in deployment involving sixty six sworn and fifty two unsworn positions, the estimated savings are as follows: Financial Year 2002-03 $1 935 736 2003-04 $2 306 471 All of the money and much more was reinvested into the Police Budget. (7-9) The Police Service advise that nine (9) unsworn level two positions were considered to be no longer required or able to be absorbed as a result of following the Communications Division’s move to the Operational Support Facility. (10) The Police Service advise: 3 January 2002 1 18 January 2002 1 6 June 2002 27 14 June 2002 1 28 June 2002 2 29 August 2002 1 (11) Various staffing options were considered to ensure of six major metropolitan police stations were open to the community twenty-four hours a day seven days a week and operational policing resources were optimised. The Government has allocated $1.49M in 2004-05 to employ 24 FTE’s.
